<br />MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 724-03 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION RECOMMENDING AMENDMENTS TO TITLE 500, BUSINESS <br />LICENSE REGULATIONS, AND TITLE 1100, ZONING CODE, OF THE MOUNDS <br />VIEW CITY CODE, PERTAINING TO THE LICENSURE AND ZONING REGULATION <br />OF PAWNSHOPS WITHIN THE CITY OF MOUNDS VIEW. <br /> <br /> <br />WHEREAS, on January 27, 2003, the Mounds View City Council adopted Interim <br />Ordinance 709, an emergency interim ordinance regulating the presence and siting of <br />Pawnshops and related establishments within the City Of Mounds View; and, <br /> <br />WHEREAS, Ordinance 709 directed the Mounds View Planning Commission to <br />conduct a study of this matter and make recommendations as to the adoption of amended <br />official controls or regulations to fulfill the City's legal obligation to adequately protect the <br />public health, safety and welfare of the community; and, <br /> <br />WHEREAS, in response to said direction, the Planning Commission studied this <br />matter at their meetings on March 5, March 19, April 2 and April 16, 2003; and, <br /> <br />WHEREAS, throughout the process the Planning Commission has encouraged <br />interested parties to provide comment on the topic; and, <br /> <br />WHEREAS, the Planning Commission reviewed ordinances from neighboring <br />communities, ordinances from communities in which Pawnshops have already located and <br />review various sections from the Minnesota State statutes, all of which helped form the basis <br />for its draft ordinances relating to licensing and zoning requirements for Pawnshops in the <br />City of Mounds View. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission <br />recommends approval of amendments to Title 1100 and Title 500 of the Mounds View <br />Municipal Code respectively represented by draft Ordinances 711 and 712, attached hereto <br />as Exhibit 1 and 2, respectively. <br /> <br /> NOW, THEREFORE, BE IT FURTHER RESOLVED that the Mounds View Planning <br />Commission recommends the following fees for Pawnshops in Mounds View: <br /> <br /> Annual License Fee: $5,000.00 <br /> Per Transaction Fee: $1.50 <br /> Investigation Fee: $750.00 <br /> Operations Bond: $10,000.00
