<br /> <br />Item No: WS-6 <br />Meeting Date: March 3, 2003 <br />Type of Business: Worksession <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: James Ericson, Interim City Administrator <br />Item Title/Subject: Festival in the Park Discussion <br /> <br /> <br />Discussion: <br /> <br />The Council last discussed the “Festival” on March 3, 2003. The 2003 agreement was <br />reviewed and a few issues were raised concerning the agreement relating to insurance, <br />organization status and City of Mounds View employees volunteering for the Festival. <br /> <br />Attached is the currently proposed agreement for 2003, the schedule of Festival events on <br />August 16th and August 17th, as well as the 2002 and 2001 Festival agreements. Attached <br />is a copy of the Festival Agreement I received from the City Attorney. <br /> <br />Regarding the issue of organizational status, the Mounds View Festival Inc. did receive its <br />confirmation from the IRS as being approved as a 501-C3 not-for-profit corporation, a <br />requirement for receiving funds from the City and other donors. <br /> <br />As to the issue of Mounds View employees volunteering on behalf of the Festival, I spoke <br />with Nick Marino with the Maguire Agency and he did not have a problem with employees <br />volunteering the way the agreement was drafted. The Festival’s insurance coverage would <br />handle any issues that relate to the volunteers.
