Mounds View City Council December 10, 2001 <br />Regular Meeting Page 25 <br /> <br />Finance Director Hansen indicated that at the November 26, 2001 Council Meeting it was <br />decided that the check to URS would not be released. He then indicated that he felt that Council <br />had agreed at the work session to release the check and asked if that was the case. <br /> <br />Finance Director Hansen indicated that the next regularly scheduled Council Meeting was not <br />until January 14, 2001 which is five weeks away and the City would be late on some of its bills <br />and would incur penalties so he asked for permission from Council to do a claims list in the last <br />week of December and one for January 14 and present them both to Council on January 14, 2001 <br />to avoid penalties. <br /> <br />Council Member Thomas indicated that Council had decided to call to order on January 7, 2001 <br />to discuss the Harstad variance and could approve claims at that time. <br /> <br />Council Member Marty indicated he liked the third format provided by Mr. Hansen. <br /> <br />Council Member Thomas indicated she would be fine with either two or three. <br /> <br />Council Member Quick indicated he preferred option two. <br /> <br />Acting Mayor Stigney indicated he was not sure whether he preferred two or three. <br /> <br />Finance Director Hansen indicated he would continue providing versions two and three until a <br />determination is reached. <br /> <br />Council Member Thomas indicated she thought Council had decided to hold the check to URS <br />until they came back with a new plan that was adjusted. <br /> <br />City Administrator Miller indicated she understood that the City would release the check for the <br />work done to date. She then indicated that the check was only part of the fees set aside and <br />before the City would pay the remainder it would require changes to the proposal. <br /> <br />Council Member Quick asked what portion of the work was completed. <br /> <br />Community Development Director Ericson indicated that 60 or 65% of the work was done. <br /> <br />Community Development Director Ericson indicated that the check was for a little over 10% and <br />URS has done 60% of the work. <br /> <br />Council Member Thomas agreed that for coming to the meeting and agreeing to answer questions <br />and provide a better plan she would show leniency. <br /> <br />Council Member Marty indicated that releasing the check would go a long way toward <br />maintaining a good working relationship. <br />
