Mounds View City Council December 10, 2001 <br />Regular Meeting Page 32 <br /> <br />Mr. Schissler indicated that approximately 35 hours had been spent on the programming for the <br />e-commerce portion of the site. <br /> <br />City Administrator Miller confirmed that Council was not interested in the e-commerce portion <br />of the project. She then indicated that she had presented Council with three options as had been <br />discussed with the City Attorney. <br /> <br />Council Member Thomas told Mr. Schissler that Council is in a difficult position and then <br />questioned why the company had proceeded with the project without having finalized the <br />contract. <br /> <br />Mr. Schissler indicated he was told by Mr. Hammerschmidt that he did not need Council <br />approval of any expenditures under $15,000 as he intended to use the carpet budget for the <br />website. He also noted that approximately 95% of his projects are not governed by contracts and <br />said that he was pressured to have the site up and running by the April 1, 2001 deadline as <br />printed in the newsletter. <br /> <br />Council Member Marty asked how many other government agencies or entities Mr. Schissler had <br />done work for. He then noted the contract was presented to the golf course committee but never <br />made it past a Council work session. <br /> <br />Council Member Marty indicated there was no action to approve or disapprove the contract and <br />noted that the website sounded like it would be beneficial but Council never really discussed it <br />and had not approved the contract. <br /> <br />Mr. Schissler indicated that he has done over 1,000 website projects and does some work for <br />nonprofits and for Hennepin County. <br /> <br />Mr. Schissler indicated that he was led to believe that Mr. Hammerschmidt had the approval for <br />the $15,000 without needing Council approval. <br /> <br />City Administrator Miller indicated that it is unfortunate that work was done and stated that she <br />feels that any discussion concerning whether or not to proceed with the website contract should <br />be tabled until the new golf course manager has been hired. <br /> <br />Council Member Marty recommended that Mr. Schissler check back with Council after the new <br />golf course manager is on board. <br /> <br />Mr. Schissler indicated that he felt his company was entitled to some compensation for the work <br />done on the project because he was led to believe that the project had been authorized to the <br />amount of $15,000. He then indicated he would like to finish the project for the City. <br /> <br />Council Member Thomas indicated that she was not comfortable agreeing to the contract or <br />deciding not to proceed until she had more information as to the scope of the project. <br />
