<br /> Item No: 7C <br />Meeting Date: 2/25/02 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor & City Council <br /> <br />From: Jeremiah Anderson, Housing/Code Enforcement Inspector <br /> <br />Item Title/Subject: First reading and introduction of Ordinance 694, amending <br />Chapter 607, Nuisances, of the City Code <br /> <br /> <br />Date of Report: February 13, 2002 <br /> <br /> <br /> <br />Background: <br /> <br />At the February 4, 2002 city council work session, council approved proposed changes <br />to Chapter 607 of the City Code and directed staff to draft an ordinance, which <br />incorporated these proposed changes. There are four areas within the Nuisance Code <br />where the changes would occur. The first area is in the beginning, Section 607.01, <br />Definitions. Section 607.06, Outside parking and storage, is the next area where <br />changes would occur. A new Section 607.07, Vehicles Constituting a Public Nuisance, <br />has been created. Lastly, the section titled Enforcement, has been updated and <br />codified as Section 607.09 <br /> <br />Discussion: <br /> <br />Ordinance 694 was written with consideration to the input received during several city <br />council meetings over the past year. Additionally, at the February 4, 2002 work session, <br />the issue of firewood stored outside in the front yard of residential properties was <br />brought to the attention of staff. At that meeting, staff mistakenly indicated that the <br />regulations pertaining to outside storage of woodpiles were located in the City’s zoning <br />code. After further review, it was discovered that the outside storage of wood is in fact <br />regulated in Section 607.03 Subd. 3 of the Nuisance code. As such, staff has included <br />changes to Section 607.03 Subd. 3 in Ordinance 694 for consideration by the city <br />council at this time. <br /> <br /> <br /> <br />
