<br />(f) Any other animal which is not explicitly listed above, but which can be reasonably defined by <br />the terms of this section, including but not limited to bears, deer and game fish. <br /> <br />Subd. 4. AT LARGE. Off the premises of the owner and not under the custody and control of <br /> the owner or other person, either by leash, cord or chained. <br /> <br />Subd. 5. DOG. Canines which are domestic animals. <br /> <br />Subd. 6. OWNER. Any person, persons, firm, association or corporation owning, keeping, or <br /> harboring an animal. <br /> <br />Subd. 7. KEEPING. Providing food, water, or shelter for domestic or farm animals. <br /> <br />Subd.8. RAISING. The maintaining and breeding as a hobby or as a commercial enterprise any domestic or farm <br />animal. <br /> <br />Subd. 9. PRIVATE PROPERTY. All residential premises owned by private individuals, <br /> including all structures located thereon, front yards, side yards and backyards. <br /> <br />Subd. 10. DOG KENNEL: <br /> <br />(a) Residential: Any premises where three (3) or four (4) dogs over six (6) months of age are <br />owned, boarded, bred, kept, or harbored. <br /> <br />(b) Commercial: Any premises where more than four (4) dogs over six (6) months of age are <br />owned, boarded, bred, kept, or harbored. <br /> <br />Subd. 11. SUBSTANTIAL BODILY HARM. A substantial disfigurement or a substantial loss <br /> or impairment of the functions of any bodily member or organ, whether temporary or <br /> permanent, or a fracture of any bodily member. <br /> <br />Subd. 12. CITY. Area within the corporate limits of the City of Mounds View. <br /> <br />Subd. 13. VICIOUS ANIMAL. Any animal of a ferocious or vicious character, habit, <br /> disposition, or any animal which has: <br /> <br />(a) killed or inflicted substantial bodily harm on a human, domestic animal, or farm animal <br />without substantial provocation, or <br /> <br />(b) been involved in two (2) or more biting incidents without substantial provocation, <br />involving humans, domestic animals or farm animals, within one year. <br /> <br />701.03: DOGS: <br /> <br />Subd. 1. Definitions: When used in this Section, the following words and phrases shall have the meanings <br />ascribed to them in this subdivision: <br /> <br /> a. RUNNING AT LARGE: Any dog which is not either: (1) Effectively contained within a fenced area <br />on private property; or (2) Effectively restrained by chain or leash to private property with the consent of <br />the property owner; or (3) Effectively restrained by a chain or leash not exceeding six feet (6’) in length; <br />or (4) Effectively under the control of an owner by means of a command or signal and on the owner’s
