c. License Fee: The annual license fee for dog kennels shall be established by resolution of the City <br />Council. Said license fees are due September 1 of each year. <br /> <br /> d. Cleanliness and Order; Nuisance Declared: Kennels and premises used therefor shall be kept in a <br />clean, quiet, orderly and sanitary condition so as not to constitute a nuisance as defined in Minnesota <br />Statutes, section 561.01. In determining whether a nuisance exists, consideration shall be given to the <br />kennel's location, location of other residences and general character of the neighborhood. Dogs Running at Large: No person shall allow any dog to run at large within the City of Mounds <br />View. (Ord. 613, 4-13-98) <br /> <br />701.04: DOMESTIC ANIMALS: <br /> <br />Subd. 1. Definitions: When used in this Section, the following words and phrases shall have the meanings <br />ascribed to them in this subdivision: <br /> <br />701.04 701.05 <br /> <br /> <br /> a. AT LARGE: Off the premises of the owner. <br /> <br /> b. DOMESTIC ANIMAL: Any cattle, horses, mules, sheep, swine or goats. <br /> <br /> c. OWNER: Any person, firm or corporation owning, harboring or keeping a domestic animal. <br /> <br /> d. PRIVATE PROPERTY: All premises owned by private individuals, including all structures located <br />thereon, front yards, side yards and back yards. <br /> <br />Subd. 2. Nuisance Declared: It is hereby declared to be a public nuisance affecting the public peace, safety and <br />welfare to keep or raise any domestic animal, as defined herein, on private property within the <br />Municipality. (Ord. 460, 4-24-89) <br />701.05 PROHIBITED ACTIVITIES: <br /> <br />Subd. 1. VICIOUS ANIMALS. No owner shall keep, or allow on his premises, or <br /> allow to run at large any vicious animal. <br /> <br />Upon conviction for violation of this section, the court may in addition to imposition of <br />sentence, direct the animal control officer to take the animal into custody and forthwith dispose <br />of it in a humane manner. <br /> <br />Subd. 2. CRUELTY TO ANIMALS. No person shall inhumanely, unnecessarily, <br /> cruelly, or wantonly beat, injure, torment, or otherwise abuse an animal or cause <br /> or permit an animal fight. <br />
