At that time, it <br />only dealt with the General Fund Budget since that is the only place anything really <br />changed. The Recycling Fund is involved in this transaction, but none of its ending budget <br />numbers change. <br /> <br />The resignation of the Administrative Assistant in the City Administrator Department in <br />January caused a re-evaluation of duties. It was decided to transfer responsibility for the <br />administration of the recycling program back to the Public Works Administrative Assistant, <br />who had handled it up through the year 2000. <br /> <br />This followed the City Council’s decision in the 2002 budget to reduce the Clerical/Data <br />Entry position from full time to half time. Duties of this position had been 50% accounts <br />payable and 50% front counter support. After the reduction to half time, the duties are only <br />accounts payable and the person has physically moved to Finance. <br /> <br />The two Administrative Assistants now must provide all front counter coverage in addition <br />to their other duties. There is enough to keep them both busy regardless of who handles <br />recycling support. <br /> <br />The 2002 Budget was prepared with 20% of the City Administrator Administrative <br />Assistant’s wages and fringe benefits charged to the Recycling Fund and 80% to the City <br />Administrator Department. Due to the change in duties, 100% of the Administrative <br />Assistant’s wages and fringe benefits will be charged to the City Administrator Department. <br /> <br />Since the Public Works Administrative Assistant will now perform the recycling duties, it will <br />be possible to charge 20% of her wages and fringe benefits charged to the Recycling <br />Fund. This will free up the same amount of General Fund property tax generated money <br />budgeted in the Public Works Department. <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />Charles Hansen
