Second Reading and Adoption of Ordinance 697, an Ordinance to Rezone <br />the Subdivided East Half of 7653 Groveland Road from R-1, Single Family <br />Residential, to R-2, Single and Two Family Residential. <br /> <br />Planner Atkinson reviewed the request with Council and indicated that the requested zoning <br />change is not consistent with the City’s Comprehensive Plan which means, if approved, the <br />Comprehensive Plan would need to be updated. He then noted that the use would be consistent <br />with other uses to the south. <br /> <br />Planner Atkinson indicated that the Planning Commission heard testimony concerning the <br />drainage in the area and the Commission as well as Staff has assured the neighbors that the City <br />would be looking at the drainage issues during the building permit process and would not allow <br />any drainage from the developing property to spill onto adjoining properties. <br /> <br />Planner Atkinson provided revised plans for the twinhome to Council. <br /> <br />MOTION/SECOND: Marty/Thomas. To Waive the Reading, Approve the Second Reading and <br />Adopt Ordinance 697, an Ordinance to Rezone the Subdivided East Half of 7653 Groveland <br />Road from R-1, Single Family Residential, to R-2, Single and Two Family Residential. <br /> <br />ROLL CALL: Quick/Marty/Stigney/Thomas/Sonterre <br /> <br /> Ayes - 4 Nays - 1(Quick) Motion carried. <br /> <br />G. Consideration of Resolution 5736, a Resolution Approving a Development <br />Review for a Twenty-Unit Multi-Family Residential Facility at 2670 County <br />Road I, Requested by the National Handicap Housing Institute. <br /> <br />Planner Atkinson reviewed the request with Council and indicated the applicant had been at the <br />meeting but had left during the closed session. <br /> <br />Planner Atkinson indicated the proposed development meets all code requirements with the <br />exception of the parking which he has requested a variance from. <br /> <br />Planner Atkinson indicated that the City Forester has recommended either moving back or <br />eliminating the plantings surrounding the parking lot to accommodate snow plowing. <br /> <br />MOTION/SECOND: Marty/Sonterre.
