Item No. 7G
Type of Business:CB
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: David Longville, Golf Course Manager
Item Title/Subject: Resolution 5778 Approving an Independent Contract
for Golf Lessons
Date of Report: 5/23/02

At the May 20, 2002 Special Meeting of the City Council the Council approved a
reorganization of the golf course. This included eliminating the Assistant
Clubhouse Manager position and creating a Grounds/Equipment Manager
position. In addition, the issue of independent golf lessons was brought up.
Council Member Marty indicated that he had received a call from a patron who
had some concerns about lessons.

I followed up with the Clubhouse Manager who indicated that during the strike it
had been somewhat difficult to arrange for lessons. This was attributed not only
to the inconvenience caused by the picketing, but also the honoring of the strike
by some of our patrons. Also, with the limited number of staff on board at this
time it was more difficult to schedule lessons. With the strike being over and the
summer clubhouse positions filled, this will no longer be an issue. The one area
we will need some assistance with is our junior group lessons (June –August).

Staff is considering three certified teaching professionals as possible candidates
for an independent contract with the City. At the May 28, 2002 Council meeting
staff will have the name of the independent contractor. Staff requests that the
Council approve of a second independent contact for golf lessons.
Compensation will be a 70/30 split as with the other contract. This should take
care of our lesson needs for the 2002 season.

Please note that even though junior lessons are from June–August, staff would
like to leave the dates of the contract somewhat open in an effort to be able to
respond to any requests for lessons that our current staff cannot handle.

Respectfully Submitted,

David J. Longville, CGCS
