Item No. 8A
Type of Business: CB
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Charles Hansen, Finance Director
Item Title/Subject: Resolution 5773 Accepting a Donation from the
Lions Club
Date of Report: May 20, 2002

The Mermaid Entertainment and Event Center has coordinated an effort to support
programs that serve Mounds View residents. Money has been raised toward the
purchase of practice mats to replace some badly worn mats in use by the Parks
Department. An Aikido class taught by Police Officer Kasey Keckeisen was the
catalyst for Mermaid’s interest in the mats.

Donations of $500.00 from East Side Beverage Company and $500.00 from
Capitol Beverage Sales have already been received for this purpose. Retail price
of replacement mats is $1,980.00. The Lions Club came forward with a donation
of $1,000.00, which was paid directly to the vendor, Rising Sun.

There is a mis-conception that cities are exempt from sales taxes. That is true for
a few select items, but this isn’t one of them. Sales tax will increase the total
purchase cost of the practice mats to $2,108.70. Rather than go out in search of
another donation, the $108.70 cost above the donations is being paid out of the
Police Department Operating Supplies budget.

The other two resolutions amended the budget since the city received a check and
paid out the money to a vendor. Since the Lions paid their check directly to Rising
Sun, this is essentially a donation of materials. It is still just as valuable, but there
isn’t the need to amend the budget.

The attached Resolution 5773 acknowledges the donation from the Lions Club.

Respectfully Submitted,

Charles Hansen
