Mounds View City Council May 28, 2002 <br />Regular Meeting Page 8 <br /> <br />Director Ericson indicated this matter was discussed at the work session where it was determined <br />that trailways were an appropriate use of park dedication funds. <br /> <br />Mayor Sonterre clarified that Council expended $50,000 for the Hillview shelter. He then noted <br />the amount Staff is seeking is an amount not to exceed $6,000. He further suggested that <br />Council consider using $6,000 from the payment to be received from the billboard. <br /> <br />Council Member Stigney suggested a friendly amendment to the motion to change the language <br />to TIF funds rather than park dedication funds. <br /> <br />Director Ericson indicated that if Council wishes to use TIF funds the Resolution is not needed <br />because the EDA previously approved the expenditure. <br /> <br />City Attorney Riggs indicated the Resolution could be denied or rescinded. <br /> <br />Council Member Stigney withdrew his amendment to the Resolution. <br /> <br />Council Member Marty indicated he would like to look into using the funds from the billboard. <br /> <br />Council Member Stigney indicated the impact on the TIF fund would be much less than the <br />impact on the $50,000 from the billboard. <br /> <br />Mayor Sonterre asked if there would be enough time for Council to discuss this matter at an <br />upcoming work session. <br /> <br />Director Ericson indicated that there would be time to determine the method of payment but <br />noted the trailway would be constructed and payment would be required. <br /> <br />Council Member Stigney asked if the billboard money was going to the general fund. <br /> <br />Finance Director Hansen indicated the billboard money was discussed and $7,000 was budgeted <br />for this year which means, of the $50,000 payment, $43,000 is available. <br /> <br />Mayor Sonterre asked Staff to be prepared to discuss the use of the $43,000 at the work session. <br /> <br />Ayes – 0 Nays – 4 Motion failed. <br /> <br /> <br />7. COUNCIL BUSINESS <br /> <br /> A. Public Hearing to Consider an Off-sale Intoxicating Liquor license for Keng <br />Young for ABC Liquor at 2840 Highway 10 NE. <br /> <br />This item was tabled to June 10, 2002. <br />
