Item No. 6F
Type of Business: CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Greg Lee, Director of Public Works
Item Title/Subject: Resolution No. 5791 Approving the Contract
Award for the Storm Sewer Repairs at 2940
Woodale Drive
Meeting Date: June 24, 2002

Background:
Annually, the City budgets for funds to finance storm sewer system repairs that
are needed to perform routine maintenance and address any system failures that
may occur.

Discussion:
A new property owner at 2940 Woodale Drive contacted staff regarding a storm
sewer outlet he discovered on his property, which is in need of repairs. The storm
sewer was originally installed in 1964 and is in a heavily wooded area. The existing easement is overgrown with mature trees
and a privacy fence has been erected, which makes it impossible to access the
site with heavy equipment to make the necessary repairs. The property owner,
who is planning extensive landscaping, has offered the City access through his
property so repairs can be made. The City does not have the proper equipment
to make the repairs; therefore, quotes were received from contractors.

A total of three bids were received. A summary of the quotes follows:

Company Base Bid
Belair Excavating $ 6,904.00
Sandd Excavating $10,890.00
Cutting Edge Excavating $15,239.30

The low bidder was Belair Excavating with a bid of $6,904.00. The bids received
do not include the installation of Mn/DOT type IV filter fabric. This is placed on
the slope of the stream bank under the boulder rip rap and functions as a stream
bank stabilizer to prevent erosion. It is anticipated that the Watershed will require
