Item No. 6F <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br />Item Title/Subject: Resolution No. 5791 Approving the Contract <br />Award for the Storm Sewer Repairs at 2940 <br />Woodale Drive <br />Meeting Date: June 24, 2002 <br /> <br />Background: <br />Annually, the City budgets for funds to finance storm sewer system repairs that <br />are needed to perform routine maintenance and address any system failures that <br />may occur. <br /> <br />Discussion: <br />A new property owner at 2940 Woodale Drive contacted staff regarding a storm <br />sewer outlet he discovered on his property, which is in need of repairs. The storm <br />sewer was originally installed in 1964 and is in a heavily wooded area. The outlet <br />apron has been undermined, the ditch bank has eroded, and the rip rap is no <br />longer functioning as designed. <br /> <br />This outlet, because of its remote location, has not received any maintenance, <br />probably since construction. The existing condition is very unsafe for anyone <br />that approaches the site. The existing easement is overgrown with mature trees <br />and a privacy fence has been erected, which makes it impossible to access the <br />site with heavy equipment to make the necessary repairs. The property owner, <br />who is planning extensive landscaping, has offered the City access through his <br />property so repairs can be made. The City does not have the proper equipment <br />to make the repairs; therefore, quotes were received from contractors. <br /> <br />A total of three bids were received. A summary of the quotes follows: <br /> <br />Company Base Bid <br />Belair Excavating $ 6,904.00 <br />Sandd Excavating $10,890.00 <br />Cutting Edge Excavating $15,239.30 <br /> <br />The low bidder was Belair Excavating with a bid of $6,904.00. The bids received <br />do not include the installation of Mn/DOT type IV filter fabric. This is placed on <br />the slope of the stream bank under the boulder rip rap and functions as a stream <br />bank stabilizer to prevent erosion. It is anticipated that the Watershed will require
