2 <br />PROJECT UPDATES <br /> <br />SILVER LAKE ROAD (C.S.A. H. 44) – SILVER LAKE ROAD STREET MAJOR <br />MAINTENANCE PROJECT FROM 15TH STREET IN NEW BRIGHTON TO COUNTY ROAD H) <br />Ramsey County has initiated the first of several street major maintenance projects for Silver Lake <br />Road - County State Aid Highway (C. S. A. H. 44). <br />Phase I - South of 15th street. <br />The contract for this project has been awarded and this segment is currently under <br />construction. <br /> <br />Phase II - 15th Street to Mississippi Street. <br />Ramsey County has completed plans for this phase and submitted them to the State for <br />approval. This is a four-lane street section with the following elements: center medians, <br />left and right turn lanes, a pathway on the east side north to Rice Creek Road, and <br />pathway on both sides from Rice Creek Road to Mississippi Street. It is anticipated that <br />the County will award the contract late this year, with the bulk of construction occurring <br />during the 2003 construction season. <br /> <br />Phase III - Mississippi Street to County Road H. <br />This segment was originally part of Phase II and was proposed to be a three-lane street <br />section (two through lanes with a center left turn lane). Ramsey County has since <br />removed this from Phase II and created a separate project (Phase III). The reason for this <br />is that the County is working with the City of New Brighton to determine if this segment <br />should be constructed to a three or five-lane section. Regardless of the street section, the <br />plan will include a pedestrian pathway on the east side. It is anticipated that this Phase <br />will be constructed in late 2003. If a five-lane section is selected, additional right-of-way <br />may be needed, causing the project to undergo a land acquisition stage. If this occurs, <br />this phase will not be constructed until 2004. <br /> <br />Phase IV - County Road H to County Road 10. <br />Ramsey County is proposing to mill and overlay this segment of Silver Lake Road. This <br />will be done during the same construction season as Phase III (2003 or 2004). With a <br />new overlay the County and the City will have an opportunity to analyze the lane <br />geometrics of this section and re-stripe it to best fit the City’s needs. Since the width will <br />not be changing, the possibilities include keeping it as a four-lane street section or <br />changing it to a three-lane street section. An additional meeting with the County and <br />discussions with the City Council will be forthcoming. The construction of a pathway as <br />part of this phase should also be reviewed and discussed. <br /> <br /> <br />H2 STREET MAJOR MAINTENANCE PROJECT <br />Plans and specifications composed by the engineering firm of Short, Elliot, Hendrickson Inc. <br />(SEH) for the County Road H2 Street and Drainage Improvement Project were approved on May <br />13th. However, the City has yet to received approval from the Rice Creek Watershed District. <br /> <br />The Watershed is seeking methods to promote the infiltration of storm water and increase water <br />quality as part of this project. The City is working with the Watershed District to address these <br />issues and satisfy all of their concerns. The Watershed District will meet next to approve <br />applications on July 24th. This is the earliest date the City can expect to receive approval by the <br />Watershed District. <br /> <br />Given this, the project schedule was revised as follows: <br />July 11th Receive Bids <br />July 22nd Award Contract - Contingent upon receiving the Watershed <br />Permit
