4 <br /> <br />Public Works will be working with Finance Department to address these questions. However, <br />there may be items that require the Council’s direction (i.e. What interest rate to charge? Should <br />the City offer a senior deferral option? Iif so, what will it be? etc.) These may be policy questions <br />that staff will need to bring before the Council for review, discussion, and approval. <br /> <br /> <br />WATER TOWER REHABILITATION <br />A previous Public Works Report indicated that this project would be implemented during the 2003 <br />construction season due to budget short falls. As a brief recap, the total project is estimated to be <br />$36,800. Currently only $25,000 is budgeted for the water tower rehabilitation project. Based on <br />this funding shortfall, staff recommended that the amount of $25,000 be carried forward from the <br />2002 budget and that an additional amount of $12,000 be included in the 2003 budget to fund this <br />project. The evaluation report composed by the engineering firm of Short, Elliot, Hendrickson Inc. <br />(SEH) , dated December 14, 2001, recommended that the repairs be scheduled within the next <br />24 months. It is also recommended that the project be bid several months prior to the anticipated <br />start date. For this reason, staff anticipates bidding this project late this fall as soon as budget <br />issues are addressed. Staff will be developing a project schedule and starting the public <br />improvement process mid to late summer. <br /> <br /> <br />PLEASANT VIEW DRIVE/COUNTY HIGHWAY 10 INTERSECTION <br />The intersection to Pleasant View Drive will be closed to traffic for a period of approximately 7 <br />working days. The closure went into effect on June 18th. <br /> <br />The closure will increase the safety of travelers, pedestrians, inspectors, and the construction <br />workers in this area. It will also expedite the time needed to construct this intersection. Park <br />Construction will consist of relocating a couple of hydrants to accommodate the new alignment of <br />the intersection. The City will be taking advantage of this hydrant to add a valve to the hydrant <br />where one never existed. Residents on Pleasant View Drive have been, and will continue to be <br />notified of all phases of the project that will affect them. Overall the project has been proceeding <br />smoothly. <br /> <br /> <br />WELL NUMBER 4 REHABILITATION <br />Well Number 4 has been out of service since 1992 due to water quality issues. It is located at the <br />southeast corner of Edgewood Drive and Hillview Road. The cost and issues of making it <br />operational are being studied by the engineering firm of Short, Elliot, Hendrickson Inc. (SEH). A <br />water quality analysis of the water contained within the aquifer from which Well Number 4 pumps <br />had been performed. The tests indicate that most contaminants can be effectively treated at <br />Treatment plant No. 1. However, the concentration of radio nuclides (Radium 226 / 228, Gross <br />Alpha and Gross Beta) exceeded the maximum contaminant level (MCL) allowed by the <br />Environmental Protection Agency (EPA). To remedy this, Well No. 4’s water could be “blended” <br />with another well, which may reduce the overall concentration levels of Radium. Mixing or <br />blending of water from several wells is a common practice. Wells No 1, 2, and 3 all are currently <br />routed to treatment plant No. 1. It is common to have two of these wells in operation at any given <br />time – thus blending the water. <br /> <br />Tests for radio nuclides will be performed on W ell Nos. 1, 2, and 3, before and after being treated <br />by Treatment Plant No. 1. Knowing these concentration levels will determine if blending is an <br />option and, if so, in what proportions it should be done. Water samples are being collected in late <br />June with results expected by the end of July. A report by SEH on Well No. 4 is expected by the <br />end of this year. <br /> <br />
