Item No. 6C
Type of Business: CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Greg Lee, Director of Public Works
Item Title/Subject: Resolution No. 5796 Approving the Contract
Award for Pest Control at City Hall
Meeting Date: July 8, 2002

Background:
The City currently has monthly service agreements with Orkin Pest Control for
service at City Hall and Wil-Kill Pest Control for service at the Community Center.
City Hall continues to have pest control problems, mainly with ants and spiders.
The Community Center does not have a pest problem despite the fact that the
building provides food service.

In recent months, Council has raised questions pertaining to the City’s monthly
contracts for pest control.

Discussion:
To address the pest control problem at City Hall and to investigate if the City is
receiving the best value, staff solicited additional bids for service at City Hall.

Two additional bids were received and compared to the current contract with
Orkin Pest Control. A summary of the quotes follows:

Company Base Monthly Bid Annual Bid
Orkin $93.82 per month $1125.84
Wil-Kill $56.00 per month $ 530.00
Terminix $45.00 per month $ 540.00

As a note, the Wil-Kil service agreement includes an initial set-up cost of $138.00
and monthly service from April through November. This translates into an annual
cost of $530.00 to the City. The Terminix agreement was for monthly service
throughout the entire year with no initial set-up charge. This equates to an annual
cost of $540. The annual cost of Orkin providing pest control service for City Hall
is $1125.84.

The low bidder was Wil-Kil Pest Control with an annual bid of $530.00. This
represents a nearly $600 cost savings to the City. In addition, as previously
mentioned, the City currently has a contract with Wil-Kil for the Community
Center where they have been successful with controlling pest problems.
