Mounds View City Council May 20, 2002
Special Meeting Page 3

M:\MasterFiles\1999 thru 2010\2002\City Council \Council Packets\07-08-02\Item 10A May 20, 2002 Special Council Meeting Minutes.DOC
Manager. Members of the Council suggested that the proposed position be referred to
as Grounds/Equipment Manager. Mr. Longville agreed.

The Golf Course Manager walked the Council through the proposed budget worksheet
from his staff report. He explained that his budget summary reflected an overall
savings of approximately $300,000. He stated that he thought that was a bit high but
expected the savings to be significant nonetheless. This included the transition from an
Assistant Clubhouse Manager to a Grounds/Equipment Manager. Council Member
Stigney inquired about why a golf course employee was being paid $7.75. He indicated
that that amount was between classes according to AFSCME’s labor agreement. The
Golf Course Manager indicated that would be corrected.

Council Member Stigney indicated that he agreed that there were two many full-time,
year-round employees in the clubhouse but he didn’t necessarily agree that the golf
course needed a full-time, year-round Grounds/Equipment Manager. He indicated that
he’d like to see a job description and a salary recommendation from Labor Relations.
The Golf Course Manager responded that he expected the annual salary to be
approximately $30,000. Council Member Stigney reiterated his concern.

MOTION/SECOND: Quick/Thomas. To recess for five minutes.

Ayes – 5 Nays – 0 Motion carried.

Council Member Marty concurred with Council Member Stigney and indicated that he
had not had enough time to review the proposal because he had just received it right
before the meeting. Council Member Marty suggested that this item be delayed until
the Council had an opportunity to further review the information provided.

Council Member Thomas responded that the City had hired the new Golf Course
Manager to make such recommendations for change when necessary. She further
stated that the City had been waiting long enough to correct some of the issues at the
Bridges and she saw no reason why the Council couldn’t move forward. She indicated
that with a salary recommendation of approximately $30,000, even if that ended up
being lower than expected, the savings would still be significant.

MOTION/SECOND: Thomas/Quick. To Reorganize the Golf Course by eliminating the
Assistant Clubhouse Manager position and creating a Grounds/Equipment Manager

Ayes - 3 Nays – 2 Motion carried.

The Council adjourned to closed session.

8. CLOSED SESSION

A. To Discuss Threatened/Potential Litigation
