Item No. 7C <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 5813 Authorizing the Preparation <br />and Acquisition of Easements for the County <br />Road H2 Street Project <br /> <br />Meeting Date: August 12, 2002 <br /> <br />Background: <br />On July 22, 2002, City Council Adopted Resolution No. 5804 awarding the <br />construction contract for the County Road H2 Street Project and authorizing the <br />Mayor and City Administrator to sign said contract. <br /> <br />Discussion: <br />The City will need to obtain both temporary construction and permanent <br />easements as part of this project. Specifically, a total of twenty (20) temporary <br />easements and two (2) permanent easements are needed. <br /> <br />Temporary Easements <br />With a project of this nature, the goal is to match the new roadway in to the <br />existing grades of the lawns and driveway slopes. This ensures the best-finished <br />product for the property owner. Based on the slopes of some yards and <br />driveways, there is a need to go beyond the available right-of-way to match the <br />existing grade. In order to allow the contractor to perform this work, the City will <br />need to obtain temporary construction easements. <br /> <br />In the event that a temporary easement is not obtained, the contractor will <br />perform the work within the right-of-way limits. <br /> <br />Permanent Easements <br />There are two permanent pathway easements needed for this project. These <br />pathway easements will allow for the construction and on going maintenance of <br />the proposed pathway on the north side. The easement areas are located on the <br />two easterly parcels on the north side of County Road H2. Jake’s Sports Café <br />owns both said parcels. <br /> <br />Staff has met with representatives of Jake’s Sports Café to discuss the <br />dedication of these easements. A copy of a draft pathway easement was <br />presented at this meeting for their review. <br />
