Mounds View City Council August 12, 2002 <br />Regular Meeting Page 4 <br /> <br />Mayor Sonterre indicated he would vote to not deny Mr. Hammerschmidt’s ability to speak <br />although he appreciates the concerns of Council Member Quick. <br /> <br />Council Member Quick commented that it would be a four to one vote and he trusts that the <br />Mayor will gavel down Mr. Hammerschmidt when the exaggeration and personal attacks begin. <br /> <br />Ayes – 1(Quick) Nays – 4 Motion failed. <br /> <br />Mr. Hammerschmidt gave his address as 716 Highway 10, Blaine, Minnesota. <br /> <br />Mayor Sonterre asked if 716 was his address. <br /> <br />Mr. Hammerschmidt explained that 716 is a personal mail box. <br /> <br />Council Member Quick commented that Council required Mr. Serfling to list his home address. <br /> <br />There was consent to allow Mr. Hammerschmidt to list his personal mailbox address rather than <br />his actual residence. <br /> <br />Mr. Hammerschmidt explained that after he was dismissed by the City someone smashed his van <br />with baseball bats and his car was filled up with sand and other things and that is why he uses the <br />personal mailbox. <br /> <br />Mr. Hammerschmidt indicated that he had asked Mayor Sonterre whether he would be allowed to <br />speak at the work session last week and was told that Council had already decided he would not <br />be allowed to speak. He then said he had gone to the Charter Committee meeting and the <br />interpretation was that the work session was to contain a citizen comment period. He also asked <br />who decided there would be no citizens forum at the work session. <br /> <br />Mayor Sonterre said he disagreed with Mr. Hammerschmidt’s memory on this issue as he was in <br />the middle of talking with Council Member Thomas when the question was asked. He then said <br />that he had anticipated that Mr. Hammerschmidt would speak at that meeting and was surprised <br />that he left. <br /> <br />Mr. Hammerschmidt asked if there would be time on the work session agenda for citizen <br />comments in the future. <br /> <br />Mayor Sonterre indicated it would be his recommendation that the City Council discuss the <br />change at the next work session but said, in the past, Council has given residents the opportunity <br />to speak even though nothing was noted on the agenda. He then asked City Administrator Miller <br />to add it to the work session agenda. <br /> <br />Council Member Stigney said he saw no reason to discuss the matter at a work session because <br />the Charter Commission has interpreted and recommended that a citizen comment period needs <br />to be added to the work session agenda.
