Mounds View City Council August 12, 2002 <br />Regular Meeting Page 27 <br /> <br /> <br />Assistant City Administrator Reed indicated it was covered in the initial fees and she is not <br />expecting an invoice. <br /> <br />City Administrator Miller indicated that the City Manager from New Brighton to suggest a joint <br />meeting with Council to discuss the reconstruction of Silver Lake Road. <br /> <br />Mayor Sonterre indicated he would be interested in attending. <br /> <br />Council Member Marty agreed that the meeting would be beneficial due to the discussions <br />concerning the center turn lane and reconstruction that would affect the traffic in Mounds View. <br /> <br />Mayor Sonterre explained that the design for the road came from the County not New Brighton. <br /> <br />Council Member Thomas asked what the County schedule for this is because there are a lot of <br />other meetings to deal with right now. <br /> <br />Council Member Stigney asked if the whole Council needs to be there or if the Mayor and the <br />City Administrator could meet and provide input back to Council. <br /> <br />Council Member Thomas indicated she would like information from Ramsey County as to why <br />they have opted for this route. <br /> <br />Mayor Sonterre indicated that at the last I35 Corridor Coalition Meeting Frank Pathco got <br />charged up talking with MNDOT and the evaluation of the transportation pitfalls of State <br />Highway 10 and I35W and the need expand Highway 10 through Mounds View and that would <br />require a sound wall. However, the priority is to solve the I35W congestion prior to doing that <br />and the best estimate to expand is 2012 to 2015. He then said that, if Council is going to be <br />proactive to try to negotiate or force the implementation of a sound wall, it would need to be <br />done by the City because it is not happening anytime in the near future. <br /> <br />Council Member Quick commented that the Commissioner of Transportation affects policy to <br />some degree and with the election coming up things may change. He then said he thinks the City <br />should wait until November to see what happens. <br /> <br />Mayor Sonterre recommended bringing the matter to the attention of the gubernatorial <br />candidates. <br /> <br />Mayor Sonterre indicated it is possible that the current administration may cut the local <br />government aid yet this year and that would be of great concern to the City as those dollars are <br />expected and have been budgeted. He further explained that there has been talk of doing this to <br />put the new governor in a better position at the beginning of his term. <br /> <br />Council Member Thomas cautioned that the forecasts have been known to be way off and it has <br />been very difficult to follow the revenue streams so she suggested waiting to see what happens.
