Item No. 6C <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br />Item Title/Subject: Resolution No. 5859 Approving the Contract <br />Award for the Upgrade of the City Hall Sump <br />Pumps <br /> <br />Meeting Date: October 14, 2002 <br /> <br />Background: <br />The City Hall building was originally equipped with two sump pumps many years <br />ago. The purpose of the pumps is to eject storm water / ground water into the <br />adjacent storm sewer system and keep the lower level and foundation dry. <br /> <br />Discussion: <br />Currently only one of the two pumps is operational. The other pump ceased <br />operating several years ago and was taken out of service without being replaced. <br />It is estimated that water flows into the sump basket at a rate of ten or more <br />gallons per minute. With this enormous flow rate and only one pump, without a <br />back-up or alarm system, a significant risk is presented. Items such as official <br />City documents and equipment such as the elevator are at risk of being flooded <br />and damaged. <br /> <br />To address this issue, staff has developed a plan and specifications for reducing <br />the risk. The plan calls for two new Meyers ME40 submersible sump pumps, <br />capable of pumping forty (40) gallons per minute with a twenty (20) foot head <br />(pumping up an elevation of twenty feet). A control panel would be installed that <br />will allow the pumps to alternate. The panel will override this command in the <br />event one of the pumps fails. An audio / visual alarm will be required. This alarm <br />system will have the capability of connecting to a telephone line at a future date – <br />when the City upgrades the City Hall telephone system. <br /> <br />A total of four companies were contacted to obtain bids for performing this work. <br />Of those contacted, two bids were received. The low bidder was Spriggs <br />Plumbing Incorporated. The bids are as follows: <br />Spriggs Plumbing Incorporated $ 3,340.00 <br />Engberg Plumbing Incorporated $ 4,658.00 <br />McQuillan Bros $ No Bid Submitted <br />Zell Plumbing $ No Bid Submitted
