Item No. 7C <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 5860 Authorizing the execution of <br />a Joint Powers Agreement with Ramsey County <br />for Improvement of the Rice Creek North Regional <br />Trail Corridor on County Road H from Old <br />Highway 8 to Edgewood Drive <br /> <br />Meeting Date: October 14, 2002 <br /> <br />Background: <br />On September 23, 2002, the City Council approved Resolution 5841; this <br />approved Change Order No. 1 for the County Road H2 Street Project that <br />authorized construction of a pathway on County Road H from Old Highway 8 to <br />Edgewood Drive. <br /> <br />Discussion <br />Through negotiations with the Ramsey County Parks and Recreation <br />Commission, it was agreed that the City would construct a pathway on the south <br />side of County Road H from Old Highway 8 to Edgewood Drive. The pathway <br />would be constructed to Ramsey County’s specifications; this would be a ten- <br />foot-wide bituminous pathway. The County will then request regional park funds <br />from the Metropolitan Council in an amount sufficient to reimburse the City for the <br />actual construction cost. Reimbursement to the City would then depend on the <br />Metropolitan Council granting the necessary funds. <br /> <br />A Joint Powers Agreement has been drafted and approved on October 8, 2002 <br />by the County. This agreement is attached for Council’s review. <br /> <br />The estimated cost of the pathway installation project is $55,000. As per <br />Resolution Number 5841, the Special Projects Fund of the 2002 Budget will be <br />amended to increase appropriations by $55,000 to finance this project. <br /> <br />To expedite the public improvement process and to utilize favorable bids <br />received from the County Road H2 Street Improvement Project, Council <br />approved adding this pathway as Change Order No. 1 to the County Road H2 <br />Project. <br /> <br />Should the Council want to proceed with this pathway project and approve the <br />Joint Powers Agreement with the County, the contractor will tentatively start on <br />October 21st, barring any weather delays
