MEETING IS CALLED TO ORDER <br /> <br />2. ROLL CALL: Sonterre, Quick, Marty, Stigney, and Thomas. <br /> <br />Mayor Sonterre requested a moment of silence in remembrance of Senator Wellstone. <br /> <br />3. APPROVAL OF AGENDA <br /> <br /> A. Monday, October 28, 2002 City Council Agenda. <br /> <br />MOTION/SECOND: Marty/Stigney. To Approve the October 28, 2002, City Council Agenda <br />as presented. <br /> <br /> Ayes - 5 Nays – 0 Motion carried. <br /> <br />4. PUBLIC INPUT <br /> <br />Jerry Linke of 2319 Knoll Drive asked if there was a reason flags were not at half-staff. <br /> <br />Public Works Director Lee indicated the flag was ordered to full staff and said the Minnesota flag <br />is flying at half-staff. <br /> <br />Herb Zwirn of 7660 Greenfield Avenue addressed Council and said he was speaking as an angry <br />resident due to the rush to approve of the Mezzenga development. He then said that, due to the <br />rush to approve, he is now dealing with the effects of poor planning and even poorer inspections. <br /> <br />Mr. Zwirn indicated that Mr. Mezzenga has not done what he said he would do. He then said he <br />had warned the Planning Commission and Council about parking problems, trash problems, the <br />entrance on Greenfield, as well as issues of privacy and maintenance, all of which he has been <br />left to deal with. <br /> <br />Mr. Zwirn indicated that Mr. Mezzenga was allowed to sell the property with issues unresolved <br />to a new owner of no better character who is also not dealing with the issues.
