Item No.7E <br />Type of Business:CB <br />Meeting Date: December 9, 2002 <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Givonna Reed, Assistant City Administrator <br />Item Title/Subject: Consideration of Resolution 5903 Appointing Michael <br />Sommer as Police Chief <br />Date of Report: December 5, 2002 <br /> <br />Upon direction from the Police Civil Service Commission to proceed with hiring for the Police <br />Chief position, staff advertised the position and received approximately 23 applications. The <br />interview committee included the City Administrator, Assistant City Administrator, Police Civil <br />Service Commission Chair, League of Minnesota Cities Human Resources Manager and the <br />Brooklyn Park Police Chief. Mr. Michael Sommer was selected as the best candidate for the <br />position. <br /> <br />Mr. Sommer is currently employed as a Lieutenant with the Anoka County Sherrif’s Office where <br />he supervises 25 employees and serves as the training director for 226 staff and 375 police <br />officers within Anoka County. Mr. Sommer is responsible for managing the civil, court security <br />and transport units. He also manages a division budget of $2 million. Prior to his current <br />position, Mr. Sommer served as Investigator/Polygraph Examiner and as Deputy Coroner for <br />Anoka County. <br />Mr. Sommer also served as a police officer for the City of Blaine for six years. <br />Mr. Sommer holds a Master of Arts in Public Safety Administration and Education, a Mini MBA <br />for government managers, a Bachelor of Arts in Criminal Justice Studies and a certificate from <br />the FBI Law Enforcement Executive Development Seminar. <br /> <br />Staff recommends that the City Council accept the recommendation of the Police Civil Service <br />Commission and appoint Michael Sommer as the Police Chief. His compensation package will <br />include the following provisions: <br /> <br />• Step 3 ($32.42) to start <br />• Step 4 ($34.23) after six months pending satisfactory performance <br />• Step 5 ($36.03) after one year pending satisfactory performance <br />• 30 days of banked sick leave <br />• 15 days of banked vacation <br />• 15 days annual vacation accrual for years 1-5 <br /> <br />Mr. Sommer’s appointment is contingent upon a satisfactory physical and drug screen. His start <br />date will be January 13, 2003. <br /> <br /> <br />Recommendation <br /> <br />Adopt Resolution 5903 appointing Michael Sommer as Police Chief. <br />
