Item No. 7F
Meeting Date: March 11, 2002
Type of Business: CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Givonna Reed, Assistant City Administrator
Item Title/Subject: Resolution 5713 Approving Seasonal Golf Course
Positions for 2002
Date of Report: March 6, 2002

The Council will recall that this item was pulled from the March 11, 2002 agenda
at the request of an AFSCME Business Agent. As you know some of our golf
course seasonal employees will be members of the AFSCME unit.

We have not yet settled on wages for seasonal golf course employees, however,
staff has been advised by the League of Minnesota Cities and Labor Relations
Associates to proceed with a recommendation to the City Council to set 2002
wages for golf course seasonal employees, and to honor wages set by the
contract retroactively. The impetus for the recommendation is that with spring
approaching, the City will need to open the golf course shortly.

Staff recommends that the Council authorize two full time seasonal positions at a
wage not to exceed $10.25 per hour for a period of six months. Once the
contract has been settled, if the agreed upon wages are different than those
adopted by the Council on March 11, 2002, staff will recommend that any
necessary wage adjustments be made retroactively.

Staff will be before the Council at a future meeting to request approval for
additional seasonal golf course positions.

Respectfully Submitted,

Givonna Reed
463-717-4008
