The Council indicated that it would consider this in <br />conjunction with the 2002 budget. <br /> <br />Ann Antonsen of Labor Relations has reviewed the proposed Parks Supervisor position <br />description. She believes that reclassifying this position to a Parks Supervisor would <br />infringe on the role of the Public Works Director and may, therefore, be inconsistent with <br />the City’s goals. Ms. Antonsen does recommend, however, that a number of steps be <br />taken to properly classify this position as a Parks Foreman. Those steps will be <br />discussed in the “Recommendation” section of this report. <br /> <br />Background <br /> <br />Although staff has been unable to locate a resolution approving the reclassification from <br />Maintenance Worker to Parks Foreman, I have located numerous documents indicating <br />that this issue was discussed, leading to the belief that reclassification was the intent. <br />Also, on August 10, 1998, the Council adopted Resolution 5257 which illustrates the <br />City’s organizational chart, which includes the Parks Foreman position. <br /> <br />The Original HAY Points for the Parks Foreman Position <br /> <br />My research shows that in 1998, during the transition from PDI to HAY, the Parks <br />Maintenance Worker position description was revised, in recognition that the position <br />had evolved over time. <br /> <br />In a recent conversation with the Parks Foreman, he recalled that in 1998 he was <br />advised that his position would receive half (273 pts) of the HAY points of the Parks <br />Director position (525 pts). Handwritten notes from 1998 and a draft pay equity report <br />support this statement. At the time, however, benchmark options available for Foreman <br />and Maintenance Supervisors were 320 HAY points and 385 HAY points respectively. <br />The rationale for setting the points at 276 is unclear at this time.
