Office Established: The Council shall, from time to time, appoint such person as the <br />Council may deem necessary and advisable as Community Service Officer to work with the <br />police officers in the enforcement of this Chapter and shall be vested with all authority <br />conferred hereby. The Council may provide for such compensation for a Community <br />Service Officer as it may deem reasonable. <br /> <br />Subd. 2. Powers and Duties: The Community Service Officer and any police officer are <br />empowered to and shall take up and impound any dogs found anywhere, including dogs <br />found on the private property of their owners, within the City in violation of this Chapter. <br />The Community Service Officer is further empowered and instructed to enter any private <br />premises where the officer has reasonable cause to believe there is an unlicensed dog or a
