City of Mounds View <br />Page 5 <br /> <br />(f) Any other animal which is not explicitly listed above, but which can be <br />reasonably defined by the terms of this section, including but not limited to <br />bears, deer and game fish. <br /> <br />(4) AT LARGE. Off the premises of the owner and not under the custody and control <br />of the owner or other person, either by leash, cord, chain, or otherwise restrained or <br />confined. <br /> <br />(5) DOG. Both the male and female of the canine species, commonly accepted as <br />domesticated household pets, and other domesticated animals of a dog kind. <br /> <br />(6) OWNER. Any person or persons, firm, association or corporation owning, keeping, <br />or harboring an animal. <br /> <br />(7) PRIVATE PROPERTY. All premises owned by private individuals, including all <br />structures located thereon, front yards, side yards and backyards. <br /> <br />(8) DOG KENNEL: <br /> <br />(a) Residential: Any premises where more than two (2) dogs but not more than <br />four (4) dogs over six (6) months of age are owned, boarded, bred or offered for <br />sale. <br /> <br />(b) Commercial: Any premises where more that four (4) dogs over six (6) months <br />of age are owned, boarded, bred or offered for sale. <br /> <br />(9) SUBSTANTIAL BODILY HARM. A temporary but substantial disfigurement or a <br />temporary substantial loss or impairment of the functions of any bodily member or <br />organ, or a fracture of any bodily member. <br /> <br />(10) CITY. Area within the corporate limits of the City of Mounds View. <br /> <br />(11) VICIOUS ANIMAL. Any animal of a ferocious or vicious character, habit, or <br />disposition, or any animal which has <br /> <br />(a) killed or inflicted substantial bodily harm on a domestic animal without <br />provocation, or <br /> <br />(b) been involved in two (2) or more unprovoked biting incidents, involving <br />humans or domestic animals, within one year.
