Item No: 3 <br />Meeting Date: April 1, 2002 <br />Type of Business: Worksession City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Discussion Regarding Townhomes and Multi-Family <br />Dwelling Zoning Requirements <br />Date of Report: March 27, 2002 <br /> <br />Background: <br /> <br />In our continuing efforts to review, clarify and improve our City Codes, staff has reviewed the <br />zoning requirements regarding townhomes and multi family dwellings. It appears as though <br />the construction of medium and high-density multi-family dwellings (apartment complexes) is <br />favored over owner-occupied townhomes. Staff and the Planning Commission believe that if <br />anything, this should be reversed so that owner-occupied townhomes are encouraged with <br />multi-family rentals still being allowed, albeit conditionally. <br /> <br />Existing Zoning Code: <br /> <br />The Zoning Code in Section 1108 currently read as follows: <br /> <br />1108.01: PURPOSE: The purpose of the R-3, Medium Density Residential District is to provide <br />for medium density housing in multiple family structures ranging up to and including six (6) units and <br />directly related complementary uses. <br />1108.02: PERMITTED USES: The following are permitted uses in an R-3 District: <br />Multiple family dwelling structures containing six (6) or less dwelling units. <br />1108.04: CONDITIONAL USES: The following are conditional uses in an R-3 District (requiring a <br />conditional use permit based upon procedures set forth in and regulated by Section 1125.01 of this Title): <br /> Townhouses up to six (6) units as regulated herein. <br /> <br />The Zoning Code in Section 1109 currently read as follows: <br /> <br />1109.01: PURPOSE: The purpose of the R-4, High Density Residential District is to provide for <br />high density residential uses and directly related complementary uses. <br />1109.02: PERMITTED USES: The following are permitted uses in R-4 District: <br />All permitted uses allowed in an R-3 District. <br /> Multiple family dwellings. <br />1109.04: CONDITIONAL USES: The following are conditional uses in an R-4 District (requiring a <br />conditional use permit based upon procedures set forth in and regulated by Section 1125.01 of this Title): <br />Subd. 4.
