Item No. 7 <br />Type of Business: WK <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br />Item Title/Subject: Trunk Highway 10 (TH 10) Interregional Corridor <br />Study Update Report / Comments and Issues to <br />be Addressed / Draft Resolution to Review <br />Meeting Date: April 1, 2002 <br /> <br />Introduction <br />The Minnesota Department of Transportation (Mn/DOT) has developed a 2,900- <br />mile system of priority highway corridors connecting the major regional centers <br />around the State. The objective of this effort is to support economic vitality by <br />focusing the Department’s efforts to identify, prioritize and select highway <br />segments for improvements on the small fraction of roads (about 2% of the <br />State’s total road mileage) that move the bulk of the State’s people and goods <br />(more than one-third of total vehicle miles of travel). <br /> <br />Mn/DOT has selected seven corridors on the Interregional Corridor System to be <br />part of the initial study effort; Trunk Highway (TH) 10 from TH 24 (Clear Lake) to <br />I-35W (Mounds View) was included. A map of this corridor is displayed on the <br />next page. <br /> <br />The study process that produced the Interregional Corridor Management Plans <br />(IRCMPs) consisted of an extensive technical analysis combined with a <br />comprehensive public and agency involvement program, in order to establish a <br />shared vision of how the TH 10 corridor should look and operate in the future. <br />The technical analysis included both documenting the existing and forecasted <br />future conditions, identifying deficiencies and then developing and evaluating <br />alternative improvement strategies. The public and agency involvement program <br />offered opportunities to share information in a variety of settings, including, <br />participation on advisory committees, public open houses, city council workshops <br />and presentations at a county board meeting.
