<br /> <br />City of Mounds View Policy for Compensating Employees <br />Working in Higher Classification Positions <br /> <br />1. Compensation for working in a higher classification position may be <br />provided to regular full- and part-time employees for the adequate <br />performance of duties normally performed by an employee of higher <br />classification. <br /> <br />2. The performance of higher classification duties must encompass at least <br />75% of the full range of responsibilities of the higher classification position <br />for at least two consecutive months. <br /> <br />3. Designation and assumption of higher classification duties under this <br />policy shall occur only after formal approval by the City Administrator and <br />City Council. The City Administrator and City Council must also approve <br />the percentage of time the employee will spend time performing duties of <br />the higher classification position prior to the assumption of duties. <br /> <br />4. An employee’s performance will be evaluated by her/his department head <br />every two months. Performance will be evaluated based on criteria <br />outlined in the current performance evaluation form and the additional <br />duties assigned. <br /> <br />5. An employee’s performance will determine whether an employee qualifies <br />for compensation under this policy and, if so, compensation will be on a <br />sliding scale ranging from 5% to 10% of the employee’s base wage. <br /> <br />6. Recommendations from department heads for compensation under this <br />policy must be approved by the City Administrator and City Council. If <br />awarded, compensation under this policy will apply to the percentage of <br />time spent performing the duties of the higher classification position. <br /> <br />7. When the vacancy is filled or when the employee returns to her/his regular <br />position, whichever occurs first, the employee’s salary will be readjusted to <br />its previous level. <br /> <br />8. Benefit accrual rates (sick and vacation leave) will be adjusted when <br />appointment to a higher classification position requires that regular part- <br />time employees work at least three quarter time. Benefit accrual rates will <br />be adjusted to normal levels once the vacancy is filled or when the <br />employee returns to her/his regular hours, whichever occurs first. <br /> <br />9. Overtime and compensatory time accrued while performing duties of a <br />higher classification position will be paid retroactively at the applicable rate
