Last year the Council selected The Focus as the City’s primary newspaper largely <br />because it is considered to be the most widely read by Mounds View residents. The Focus has <br />not increased its rates from 2000 ($4.95 per column inch), but The Bulletin’s rates continue to be <br />slightly less ($4.05 per column inch). <br /> <br />Last year the Council selected the St. Paul Pioneer Press as the City’s secondary newspaper. <br />Although the Pioneer Press did not submit a proposal this year, it would certainly be acceptable <br />for the Council to select the Pioneer Press as the City’s secondary newspaper. <br /> <br />According to Section 6.04 of the City Charter, the City Council shall appoint a Treasurer.
