As the Council is aware, the <br />Planning Commission had reviewed this ordinance in October of last year and <br />forwarded its recommendation of approval to the Council for its action on November <br />13, 2000. At that meeting, the Council heard testimony from the residents and from <br />a home-based business owner, who requested that the Code be changed to allow <br />non-resident employees. Because the Planning Commission had not addressed that <br />issue, the Council returned the ordinance to the Planning Commission for further <br />review. <br /> <br />At their meeting on December 6, 2000, the Planning Commission reconsidered the <br />ordinance and took considerable testimony from the public, reviewed a summary of e- <br />mailed responses on the topic and came to a majority consensus as to how the <br />ordinance should be drafted in light of the new information. On December 20, 2000, <br />the Commission adopted Resolution 643-00 which recommended City Council <br />approval of the revised ordinance. <br /> <br />On January 8, 2001, the City Council discussed the revised ordinance and approved <br />its first reading. <br /> <br />Discussion: <br /> <br />There are minor housekeeping changes to the ordinance and two changes of <br />substance. The first change of substance relates to allowable signage. The Code <br />currently allows for one-square foot of signage, which was felt to be too restrictive. <br />This was recommended to be increased to four square feet, placement of which could <br />occur either on the house, garage, or within five feet of a street right of way. The <br />other change contemplated by this ordinance is that the limitation of no more than <br />two cars for either on or off street parking has been changed to eliminate on-street
