Markfelt stated that the only question on the survey <br /> was, "Should the compost site be closed, moved or left as is?" <br /> Markfelt gave the results of the survey to be 82 . 61% said to leave <br /> it alone, 14. 13% said to close it and 3 . 26% said to move it. <br /> Markfelt stated that it bothers him that the Council is considering <br /> moving or closing the site. Markfelt asked his neighbors and they <br /> use it and he uses it and the residents need somewhere to take their <br /> yard waste. Markfelt stated whether or not the site is there or <br /> not, there still would be illegal dumping there because it is a <br /> secluded area. Markfelt presented his survey to the Councilmembers <br /> for review. <br /> Councilmembers Trude and Blanchard thanked Mr. Markfelt for doing <br /> the groundwork research on this matter. <br /> Fred Downing, 7885 Sunnyside Road, stated that in the past, brush <br /> and leaves could be burned. Since that can't be done he makes a <br /> number of trips to the compost site in the spring time and it is <br /> very busy. Mr. Downing stated that he likes the compost site <br /> because in turn for dumping his leaves he is able to get compost <br /> from the site. Downing stated that he is opposed to moving the site <br /> because after it is moved, two years down the road they will want it <br /> moved again. <br /> Brian Keaton, 7675 Silver Lake Road, 22 year resident took 6 loads <br /> of leaves mulched to the compost site. Mr. Keaton stated that he <br /> would not like to see the compost site closed, but stated it would <br /> be okay to relocate it somewhere in Mounds View. Mr. Keaton stated <br /> that he feels it is a good thing to give the leaves and grass <br /> clippings back to nature. <br /> Bill Frits, 8072 Long Lake Road, presented some history on being a <br /> new neighbor in—Mounds—View back—in the '50's. Frits—stated that it <br /> costs $4 , 000 to clean out the compost site from illegal dumping but <br /> that it is the City's fault for not assessing penalties or catching <br /> those who are doing the illegal dumping. Mr. Frits wanted to know <br /> how many fines for illegal dumping have been levied by the City. <br /> Mr. Frits stated that the City doesn't follow the ordinance set up <br /> which addresses illegal dumping. <br /> Mr. Frits also commented on the fact that Mounds View has put out <br /> many surveys asking for people's input. The surveys are filled out <br /> and returned to the City, but the results of the City are ignored. <br /> The survey on the compost site indicated that the majority of the <br /> citizens want the compost center to remain where it is. <br /> Mayor Linke commented that the City has to find someone doing the <br /> illegal dumping in order to levy a fine against them.
