Mounds View City Council Page Five <br /> 0 Regular Meeting June 13 , 1994 <br /> Unknown resident asked if the EDA was given power for TIF financing? <br /> Mayor Linke explained TIF responsibility was transferred to the EDA <br /> from the City Council. <br /> Orduno explained that if the EDA should amend the TIF plan, <br /> public hearings must be held by the Council and the EDA. <br /> Notification would have to be given to the school district and <br /> Ramsey County and they would have to provide written response. TIF <br /> powers have been available in Mounds View since 1986 . <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> C. Consideration of Resolution No. 4579 Regarding Variance Request <br /> (oversized sign) , Major Video Concepts, 2537 Highway 10 <br /> Paul Harrington, Community Development Coordinator, explained that <br /> the applicant proposes to install a wrap-around awning sign on the <br /> Southeast corner of the Mounds View Square Shopping Center (the Old <br /> Country Club Market site) . Harrington stated that the total text <br /> area on the awning would be 221 . 50 square feet - equally split among <br /> • the two facias. <br /> Mark Spore, owner of Major Video Concepts, was in attendance and <br /> provided pictures of the sign. <br /> Councilmember Trude commented that she was happy to see a business <br /> in the Old Country Club and wished the new business success. <br /> MOTION/SECOND: Trude/Blanchard to Adopt Resolution No. 4579 <br /> Regarding Variance Request (oversized sign) , Major Video Concepts, <br /> 2537 Highway 10 <br /> VOTE: 5 ayes 0 nays Motion- Carried <br /> D. Consideration of Resolution No. 4577 Hiring Joyce Pruitt, Planning <br /> Associate <br /> Tim Cruikshank, Assistant to the City Administrator, explained that <br /> the City Council at their April 25, 1994 Council Meeting approved <br /> the creation of the position of Planning Associate. Cruikshank <br /> explained that process taken to obtain applicants for this position <br /> and the requirements of the position. Cruikshank reported that nine <br /> applicants were interviewed on May 24 and May 25 by an interview <br /> panel consisting of Samantha Orduno, Paul .Harrington and himself. <br /> Cruikshank noted that the successful candidate was Joyce Pruitt. <br /> Cruikshank presented a brief summary of Ms. Pruitt's work <br /> • experience. Cruikshank noted the pay scale for this position and <br /> stated that funding would be paid from the budgeted amount for the <br />
