Presentation by the Ramsey County Charter Commission Regarding <br /> the Proposed Charter Amendments <br /> 4111 Dana Rebelein addressed two items that residents will find on <br /> the ballot in November. These items relate to the Ramsey <br /> County Charter. She noted that Ramsey is the only county in <br /> the state that has a Charter form of government and this is <br /> the first time voters have had the opportunity to make changes <br /> to the Charter. Rebelein explained that one of the proposed <br /> amendments deals with the filling of vacancies in the elected <br /> positions of Sheriff and County Attorney. If either of these <br /> elected officials should leave their position before the end <br /> of their term, the vacancy would be filled by appointment of <br /> the County Board. If the Charter Amendment is adopted, anyone <br /> who is appointed would have to stand for election at the next <br /> statewide general election. The maximum amount of time that <br /> a non-elected person could serve in an elected position would <br /> be just over two years. <br /> Rebelein went on to say that the other proposal relates to the <br /> use of disposal of park land by the County. This pertains <br /> only to County park land. It provides that the County Board <br /> cannot dispose of park land for any purpose that is not <br /> consistent with park use without replacing it with land that <br /> is equivalent in amount, in a comparable location and of <br /> similar quality. This proposed amendment was brought to the <br /> Charter Commission by Friends Of The Parks, an organization of <br /> Ramsey County residents. This amendment would make it <br /> 11111 impossible for any County Board to change that policy without <br /> a vote of the residents of Ramsey County. <br />
