To: Economic Development Commission Members <br /> From: Kevin Carroll, Economic Development Coordinator MEMORANDUM <br /> 411) <br /> Subject: e <br /> Sub�e Comprehensive Guide Plan update <br /> (Economic Development Section) <br /> Date: March 18, 1999 <br /> At our Special meeting on Tuesday, March 23, 1999, we will continue our prior discussions <br /> regarding the Economic Development section of the Comprehensive Guide Plan update. As <br /> you know, during our last discussion it was decided that we might be getting into more <br /> specifics than necessary, and that it might be better to devote more attention to some of the <br /> broader philosophical and policy issues. To help initiate that kind of dialogue, I have attached <br /> a series of"position statement options" that I have prepared regarding six specific topic areas. <br /> As you will note, these position statements cover both ends of the applicable spectrum of <br /> opinion with respect to each topic area(and, in some cases, a few points in between). I have <br /> italicized a few words here and there to emphasize the differences between similarly-worded <br /> position statements. I have also occasionally provided some phrasing options within a <br /> sentence (such as "considered/permitted/encouraged") in order to make it clear that the <br /> EDC's recommendations can be "fine-tuned" by the selection of the words that most <br /> • accurately convey the EDC's sentiments and opinions. <br /> I do not expect that any of these policy statements will be accepted as initially drafted....rather, <br /> my expectation is that they will merely be used as building blocks for the eventual construction <br /> of"final" position statements that incorporate the EDC's additions, deletions and revisions. <br /> EDC members are also welcome to suggest other topic areas in which policy statements <br /> might provide useful guidance for Mounds View's future. <br /> I may have some additional "position statement options"to distribute for your review at the <br /> meeting next Tuesday.
