HOUSING PROGRAMS <br /> The followinghousingprograms have been, are being, or will be used to address housing <br /> P g g <br /> problems within the city. <br /> Housing Assistance <br /> The following programs are offered to Mounds View residents to provide renter assistance and <br /> below-market rate home mortgage. <br /> • Section 8 Vouchers: In 1998, 75 families receive Section 8 vouchers or certificates. <br /> ♦ Minnesota Cities Participation Program: The MHFA offers low-interest mortgage <br /> programs to assist low to moderate income families in securing a mortgage for their first <br /> home. The City of Mounds View participated in 1995-1997. Mounds View will be <br /> eligible to participate in the program again in the year 2000. <br /> Housing Developments <br /> Programs used in Mounds View which expand or preserve the community's stock of affordable <br /> housing through new construction or rehabilitation. <br /> • Holman Units/Low Income Housing Tax Credits: Silver Lake Commons, construction of <br /> 10 townhouse units and rehabilitation of 40 apartment units. There are also 10 Holman <br /> • units in the project. <br /> ♦ Low Income Housing Tax Credits: Silver Lake Pointe, an 83 unit senior housing <br /> complex. <br /> ♦ Section 202: Wildwood Manor, 40 unit senior housing complex. <br /> Housing Maintenance,Rehabilitation and Redevelopment <br /> This area is the one which Mounds View is promoting the most. The following programs are <br /> available to Mounds View. <br /> • Ramsey County Rental Rehabilitation Program: (CDBG) <br /> • Ramsey County Deferred Loan Program: (CDBG) <br /> ♦ Home Energy Loans: (Energy and Environmental Resource Center) <br /> • Tax Increment Financing(TIF): Housing Replacement Program <br /> _ ♦ Housing Maintenance Code/Licensing: City inspects 25% of rental units each year <br /> • <br />
