Goals and Policies <br /> The following will be the housing goals and policies for the City of Mounds View: <br /> Goal 1: Maintain a broad and full choice of housing opportunities. <br /> Policies: a. Provide sufficient housing and sufficient housing sizes, types and styles to meet <br /> the needs of all segments of the population, notably groups with specialized <br /> housing needs, such as low and moderate income and the elderly. <br /> b. The development and preservation of owner-occupied housing for low and moderate <br /> income households shall be encouraged. <br /> c. Housing for low and moderate income families and individuals should not be <br /> concentrated within a single project or area. <br /> d. When providing low and moderate income housing,priority should be given to Mounds <br /> • View residents to the extent possible. <br /> e. Consider the development of additional single family attached homes to supplement <br /> conventional single family detached homes,mobile homes,and apartments. <br /> f. Encourage"life cycle"housing to provide various housing options. <br /> g. Encourage the development of"move up"housing opportunities. <br /> h. Promotion of first-time home buyers and closing cost/down payment assistance <br /> programs. <br /> Goal 2: Maintain and upgrade the existing housing stock of the City. <br /> Policies: a. Promote rehabilitation and redevelopment of housing. <br /> b. Substandard housing shall be removed when it is judged to be not <br /> economically feasible to correct deficiencies. <br /> c. Uniformly enforce a Housing Code as a tool for maintenance of the city's <br /> housing stock. Schedule routine inspections of the city's housing to identify <br /> housing in need of rehabilitation. <br /> 110 <br /> d.
