Over 50 %of the homes in the city were built before 1965 and these <br /> homes show the greatest need for home improvement. Dorgan stated that the staff <br /> recommended that the EDC pass Resolution No. 98-EDC-23 recommending EDA <br /> consideration to apply for the MHFA Community Fix-up Fund Program. <br /> Housing Inspector Dorgan also highlighted the current status of the development of a city <br /> sponsored home improvement loan program. Discussion followed concerning the need for such <br /> a program, limited city resources, alternate program guidelines, and what income limits should <br /> be used. <br /> Motion/Second: Field/Goff to approve Resolution No. 98-EDC-23. <br /> Motion Carried 4 Ayes 0 Nays <br /> B. Home Improvement Fair <br /> Housing Inspector Dorgan discussed the home improvement fairs and the potential <br /> benefits to the community. Dorgan recommended approval of Resolution No. 98-EDC-22 <br /> recommending EDA consideration to appropriate $2500 of TIF funds to develop a home <br /> improvement fair for the spring of 1999. <br /> Motion/Second: Field/Goff to approve Resolution No. 98-EDC-23 <br /> Motion Carried 4 Ayes 0 Nays <br /> C. Update of Proposal for Tax Increment Financing for Development of a <br /> Hotel/Conference Center <br /> Community Development Director Jopke summarized the current status of project pointing <br /> out that the city staff is in the process of trying to refine the potential acquisition and <br /> relocation costs to see if the project will work from an economic standpoint. <br /> 6.
