CALL TO ORDER: <br /> The meeting was called to order at 7:35 a.m. by Chairperson, Cindy Carlson. <br /> 2. ROLL CALL: <br /> Members present: Cindy€rlsoikand om Field. <br /> Members absent: Dan ► - on, orNchmidt, osem Goff, Steve Larson, and Brian Sober <br /> EDA Liaison present: �!' . - Stigney Sjoberg <br /> Staff present: City Administrator Chuck Whiting, Community Development Director Rick <br /> Jopke, Housing Inspector Steve Dorgan, and Finance Director Bruce Kessel <br /> A quorum was not present, therefore no official business could take place. <br /> 3. APPROVAL OF MINUTES: <br /> No Action <br /> 4. SPECIAL BUSINESS <br /> None. <br /> 5. EDC BUSINESS <br /> A. Consideration of Housing Improvement Program <br /> Chairperson Carlson summarized the general direction to staff to develop draft guidelines for <br /> EDC consideration which include no income guidelines, which would require minimal city <br /> staff administration, and would specify eligible and ineligible activities. Staff was <br /> directed to bring specific guidelines for EDC action at the next meeting. <br /> B. Review of TIF Funding Budgets <br /> City Finance Director Bruce Kessel reviewed his projections of the TIF funding budgets <br /> through the life of the TIF districts. The approved expenditures for the new community <br /> center will significantly impact the amount of funds available for the activities such as housing <br /> and Highway 10 redevelopment included in the TIF funding budgets recommended by <br /> the commission in the past. <br /> N:\DATA\GROUPS\ECONDEV\EDA-EDC\EDCMIN2.98 <br />
