Please keep in mind that I am not advocating a change but if you <br /> have your heart set on change then put something into a charter that will allow <br /> the administrator to grow with the city. <br /> Once this type of position is set into charter language it is almost <br /> impossible to change by the very fact that the re-education processis so <br /> d ficult to accomplish.
