matter finality. It will not be accomplished by vacating the init-
ial order and making new appointments . So far, not all appointees
have accepted. Possibly, the Court will be compelled to fill three
or four places at the end of the initial 30-day period. Again, I
shall not give consideration to politically inspired requests or
criticisms.
I remind those who are appointed to the Charter Commission
to direct their activities toward recommendations of a good govern-
ment system for the citizens of Mounds View. Their responsibility
shall not include the matter of running the City Council or Mounds
View, nor attempting to obstruct their endeavors in running the affairs
of the City. All recommendations of the Charter Commission must be
accepted or rejected by the voters of the City.
This memorandum is being mailed to all of those who have
communicated with the Court. Consequently, I shall not attempt to
individually answer each communication.
Ronald E. Hachey
Chief Judge
Second Judicial District
DATED: October Z>, 1978
•
-4-
