• <br /> MOUNDS VIEW CHARTER MISSION <br /> MINUTES <br /> DECEMBER 9, 1981 <br /> I. THE MEETING WAS CALLED TO ORDER BY CHAIRMAN DOTY AT 7:31 P.M. <br /> II. ABSENT: W. SKIBA, M. ILLIG, C. ZIEBARTH, C. SCHMIDT. <br /> III. MOTION MADE BY R. WARREN THAT THE MINUTES OF SEPTEMBER 23, 1981, BE APPROVED <br /> AS PRESENTED. SECONDED BY J. MILLER. CARRIED UNANIMOUSLY. <br /> IV. R. WARREN STATED HIS "RULES REPORT" WAS STILL INCOMPLETE AND HAD NOTHING TO <br /> REPORT AT THIS TIME. <br /> V. A REPORT WAS GIVEN BY THE SECRETARY ON THE REFERENDUM ELECTION HELD ON <br /> 8/18/81. (COPY ATTACHED). <br /> MOTION MADE BY J. MILLER, SECONDED BY R. BEUTEL, TO ACCEPT SECRETARY'S REPORT <br /> ON THE REFERENDUM AND TO INCLUDE THE REPORT WITH THE COMMISSION'S ANNUAL REPORT <br /> TO THE DISTRICT COURT. CARRIED UNANIMOUSLY. <br /> VI. N. LOEDING GAVE A REPORT ON HIS ATTENDANCE AT A PUBLIC MEETING IN LINO LAKES <br /> ON 9/16/81. HE STATED HE ANSWERED QUESTIONS FROM THE PUBLIC AND DISCUSSED <br /> THEIR CONCERNS REGARDING THEIR PROPOSED CITY CHARTER. THEIR CHARTER ELECTION <br /> IS SCHEDULED FOR 1-12-82. <br /> VII. THERE WAS DISCUSSION CONCERNING MEMBERS NOT ACTIVELY PARTICIPATING IN THE <br /> FUNCTION OF THE CHARTER COMMISSION AND THE CONTENT OF 410.05, SUBD 2, OF <br /> THE MINNESOTA STATUTES, WHICH STATES: "WHEN ANY MEMBER HAS FAILED TO PERFORM <br /> THE DUTIES OF HIS OFFICE AND HAS FAILED TO ATTEND FOUR CONSECUTIVE MEETINGS <br /> WITHOUT BEING EXCUSED BY THE COMMISSION, THE SECRETARY OF THE CHARTER COMMISSION <br /> SHALL FILE A CERTIFICATE WITH THE COURT SETTING FORTH THOSE FACTS AND THE <br /> DISTRICT COURT SHALL THEREUPON MAKE ITS ORDER OF REMOVAL AND THE CHIEF JUDGE <br /> SHALL FILL THE VACANCY CREATED THEREBY." <br /> THEREUPON A MOTION WAS MADE BY R. BEUTEL, SECONDED BY B. WERNER, THAT C. SCHMIDT <br /> BE EXCUSED FOR NON-ATTENDANCE AT THE MEETING OF 9/23/81 BECAUSE OF ILLNESS AND <br /> HAD ADVISED THE CHAIRMAN ACCORDINGLY. CARRIED UNANIMOUSLY. <br /> MOTION MADE BY N. LOEDING, SECONDED BY D. LYKKE, THAT THE SECRETARY CONTACT <br /> C. ZIEBARTH TO DETERMINE WHETHER CAROL FEELS SHE HAS REASON TO BE EXCUSED <br /> FROM ANY OF• THE PAST 4 CHARTER COMMISSION MEETINGS, AND WHETHER SHE INTENDS <br /> TO PARTICIPATE IN FUTURE MEETINGS. IF NOT, THE COMMISSION SUGGESTS THAT SHE <br /> SUBMIT HER RESIGNATION TO THE DISTRICT COURT. CARRIED UNANIMOUSLY. <br /> VIII. MOTION MADE BY D. MC CARTY, SECONDED BY L. NYGAARD, THAT THE MEETING DATES <br /> FOR 1982 BE SET FOR: MARCH 24TH, SEPTEMBER 22ND AND DECEMBER 8TH. CARRIED <br /> UNANIMOUSLY. <br /> XI. MOTION MADE BY B. WERNER, SECONDED BY R.
