45i,1),t..-/7 <br /> RESOLUTION NO. 1464 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE QF MINNESOTA <br /> RESOLUTION ESTABLISHING PERFORMANCE GUIDELINES <br /> FOR CLERK-ADMINISTRATOR <br /> WHEREAS, the Mounds View Home Rule Charter vests in the <br /> City Council all powers except as otherwise provided by the State <br /> law or the Charter; and <br /> WHEREAS, the Charter makes the Council responsible for the <br /> administration of the City; and <br /> WHEREAS, the Charter requires appointment of an officer <br /> (clerk-administrator) to assist in the administration of the <br /> City; and <br /> • <br /> i WHEREAS, the Charter specifies the duties of the <br /> administrative assistant, but does not detail how the duties are <br /> to be performed; and <br /> WHEREAS, experience has shown that direction from the <br /> Council is needed as to how certain of the duties of the clerk <br /> ,,: administrator shall be carried out. <br /> tNOW, THEREFORE, BE IT RESOLVED by the City Council of <br /> the City of Mounds View that the Clerk-Administrator shall be <br /> guided by the following in performing the duties set out in the <br /> Charter: <br /> 1. The Clerk-Administrator shall maintain for regular <br /> review by the Council a log of significant actions, <br /> oral or written, relating to discipline or commenda- <br /> tions of staff personnel , resolution of personnel <br /> problems and the like. <br /> 2. In preparation for the annual Fiscal Budget and <br /> Capital Improvement Program, department heads <br /> individually shall submit their recommendations <br /> to. the Council . The Council will then pa- t =pa-t-e "' " <br /> -1~ -t- department heads and the Clerk-Administrator <br /> in resolving Budget and Program issues , and, finally, <br /> will give general direction to the Clerk-Administrator <br /> for his preparation of the Budget and Program drafts. <br /> 3. Especially where policy issues are involved, '•the <br /> Clerk-Administrator shall inform the Council (or a <br /> designated representative of the Council) before <br /> (4;) '- ' , <br />
