Planning Cases <br />A. PA2012-001 Consideration of an Amendment to a Planned Unit Development <br />Agreement to Reduce the Highway 10 Setback Requirement <br />Applicant: Apple Tree Dental <br />Address: 2442 County Road 10 <br />Planning Associate Heller indicated Apple Tree Dental has a purchase agreement to buy the <br />currently vacant building at 2442 Highway 10, on the southeast corner of Highway 10 and Long <br />Lake Road. This property is zoned PUD and is part of the large O'Neil Property PUD. Apple <br />Tree plans to open a comprehensive dental clinic and house their corporate offices in Mounds <br />View. Extensive changes are proposed to be made to the interior of the building, along with a <br />small addition to the exterior of the building, which would encroach into the 30 foot setback <br />from Highway 10. Apple Tree Dental is requesting an amendment to the PUD Agreement to <br />reduce the setback requirement to 20 feet. <br />Associate Heller reviewed the PUD Agreement standards noting the proposed amendment would <br />reduce the Highway 10 setback from 30 feet to 20 feet to allow for an addition to the building, <br />which would have little to no adverse impact and would be consistent with the Comprehensive <br />Plan. She also discussed the trail alignment on this property, and indicated that it would need to <br />be shifted over a few feet where it runs next to the building. Staff supported the amendment to <br />reduce the Highway 10 setback to 20 feet for the property at 2442 Highway 10. <br />Chair Stevenson asked if moving the trail along Highway 10 would be the responsibility of the <br />developer. <br />Associate Heller explained this would be the case. <br />Chair Stevenson requested a new tree be planted on this property due to the fact a large tree <br />would likely be lost through the proposed building expansion. <br />Donovan Nelson, architect with HGA, commented this property was a great amenity due to the <br />number of trees and wetland onsite. He explained he was working with a landscape architect for <br />the project. <br />Commissioner Cramblit questioned if the site had enough handicap parking spaces. <br />Associate Heller indicated three parking spaces would be lost with the building expansion and <br />the handicap parking requirements would be reviewed by the building inspector. <br />
