Mounds View Planning Commission March 4, 2009 <br />Regular Meeting Page 3 <br />Paul Atteberry, KFC representative, stated he had changed sign companies before this project <br />and assumed the new sign contractor obtained a permit. The sign contractor thought the general <br />contractor obtained the sign permit. He stated it was his fault and apologized for the mix up. <br />Chair Stevenson asked why this is the minimum amount of signage that should be on this <br />building. <br />Mr. Atteberry stated it is the wall graphics that are pushing the total signage amount over the <br />allowed maximum. He indicated this is the eighth remodeling of a KFC and Mounds View is <br />only the second city to consider the wall graphics as signs. There is no lighting on those signs <br />and the graphics do not have to stay on the building but they are an enhancement to the building. <br />Commissioner Cramblit stated the graphics are appealing and he did not understand why the City <br />considers them signs. <br />Community Development Director Roberts stated that the City Code considers any attention - <br />getting device a sign. <br />Commissioner Miller asked if there was glass behind the graphics. <br />Chair Stevenson stated the graphics are on a wall. He stated the options of tabling, denying or <br />approving the resolution. <br />-1 <br />Community Development Director Roberts stated if the commission felt they had enough <br />information they should act on the item tonight. <br />MOTIONlSECOND: Commissioner Cramblit/Commissioner Rundle. To approve Resolution <br />899-09, a resolution to approve a variance of 93 square feet, for a total of 193 square feet, of <br />exterior wall signage for Kentucky Fried Chicken (KFC), 2213 County Road 10; Planning Case <br />No. VR2009-001 <br />Ayes —3 Nays — 1 Motion carried. <br />6. Other Planning Activity <br />A. Proposed Code Amendment — Conditional Use Permits (Dynamic Display <br />Signs) <br />Community Development Director Roberts stated after several meetings last fall staff is <br />recommending amending the code for conditional use permits for Dynamic Display Signs. Staff <br />is proposing to add one line to the current code. The addition would be that dynamic display <br />signs in certain locations need a conditional use permit and would be subject to the standards in <br />Chapter 1008.10, Subd, 9 of the City Code. <br />
