Planning Associate Heller stated the second amendment is for Chapter 1106. This amendment addresses daycare centers being allowed in churches in R-1 Districts as a conditional use, and staff also included schools, public, semi-public type buildings. She added the language in Subdivision 8 is the requirements for a daycare center in other residential districts. She stated for a daycare center to exist in a building of this nature, the applicant would need to go before the Planning Commission and City Council to obtain a Conditional Use Permit. Commissioner Miller questioned the number of children that could be in the daycare facility. Planning Associate Heller stated this would be regulated during the licensing process from Ramsey County.
