Mounds View Planning Commission December 21, 2005 <br />Regular Meeting Page 2 <br />_______________________________________________________________________ <br /> <br />5. Planning Case MI2005-008. Consideration of a Minor Subdivision Request for 8140 <br />Long Lake Road. <br /> <br />Planning Associate Heller reviewed the staff report indicating the applicants, Dan Behnken and <br />Tim Lundgren, 14003 Jodrell Street, Columbus Township, are requesting a minor subdivision of <br />the property located at 8140 Long Lake Road. The applicants are proposing to divide the east <br />229.7 feet from the west 298 feet. <br /> <br />Planning Associate Heller stated the subject property is zoned R-1, Single Family Residential. <br />The subdivision, as proposed, leaves Parcel B with an unimproved right-of-way along the west <br />property line. The applicants are proposing to use Parcel B as part of a possible larger <br />development project and at that time Parcel B would front the right-of-way. Since Parcel B <br />fronts this right-of-way it will be subject to a park dedication fee; therefore, Staff is <br />recommending the fee equal 5% of the per-square-foot land value. The City requires that <br />drainage and utility easements be dedicated around the perimeter of lots. <br /> <br />Planning Associate Heller noted although there is no public hearing required; staff sent out <br />informational letters to neighboring property owners. She recommended the Planning <br />Commission approve the minor subdivision as requested. <br /> <br />Chair Stevenson asked if the Commission is allowed to create a lot that cannot be accessed (land <br />locked). Director Ericson replied typically the Commission would not approve a subdivision that <br />would be land locked; however, this does abutt right-of-way and has full frontal access to a <br />drive. He added requests have been approved in the past if there is a pending development. <br /> <br />MOTION/SECOND: Stevenson/Hegland. To approve Resolution 821-05, a Resolution <br />Recommending Approval of a Minor Subdivision Request for 8140 Long Lake Road; Planning <br />Case No. MI2005-008. <br /> <br /> Ayes –6 Nays – 0 Motion carried. <br />______________________________________________________________________________ <br /> <br />6. Other Planning Activity <br /> <br />A. Re-appointment of Planning Commissioners to New Terms <br /> <br />Planning Associate Heller stated three Commissioner’s terms expire December 31, 2005. She <br />added Staff has received applications from these three Commissioners to renew their <br />appointments. City Council will review the applications at their next meeting. <br /> <br />B. Set the Planning Commission’s 2006 Meeting Schedule <br /> <br />Planning Associate Heller stated the Planning Commission establishes its meeting schedule each <br />year by resolution. She added the proposed 2006 meeting schedule represents the usual first and <br />third Wednesday of each month. There does not appear to be any holiday conflicts.
