Mounds View Planning Commission March 3, 2004 <br />Regular Meeting Page 3 <br />________________________________________________________________________ <br /> <br />that he has been the one in charge of that type of ministry for the last five years and they have <br />never considered housing at their buildings. <br /> <br />Planner Prososki indicated the City could add as a condition that housing is not permitted. <br /> <br />Mr. Stokes indicated the Church has partnered with shelters and hotels for the night to put people <br />up and has bought bus tickets for people. <br /> <br />Commissioner Hegland asked if the Church is planning a school. <br /> <br />Mr. Stokes indicated they are not planning to do a school and then said they were part of a <br />launch of a school a short distance from their downtown campus. He further commented that if a <br />school is something the Church is interested in pursing, he would be back before the City to <br />discuss it. He then added that the buildout would be very different for a school based on fire <br />code requirements and they are not planning for that with this buildout. <br /> <br />Commissioner Miller asked if this is one church with two campuses. <br /> <br />Mr. Stokes indicated it was and said that they have been looking for a site in the northern <br />suburbs because a large portion of their members come from this area. <br /> <br />Commissioner Zwirn asked if this is a conventional church with activities that are for instruction <br />in various religious activities. He then asked if the church would be open throughout the week <br />and what the hours would be. <br /> <br />Mr. Stokes explained that different small groups use the building throughout the week but <br />assured the Commission that there is no late night activity. He then said that Sundays and <br />Wednesdays are their busiest days and Friday they conduct seminars that may have as many as <br />200 people. <br /> <br />Commissioner Zwirn asked what the hours would be throughout the week. <br /> <br />Mr. Stokes indicated that a handful of people come to pray at 6:30 a.m. and the staff arrives by <br />9:00 and leaves at 5:00 p.m. He then said that evening activities do not go past 10:00 p.m. with <br />the exception of the leadership committee meetings that sometimes go to 11:00 p.m. <br /> <br />Commissioner Zwirn asked about the youth gatherings. <br /> <br />Mr. Stokes indicated that they want their kids to get sleep so they can be awake at church on <br />Sunday so there will be no issue with late night activities. He then said that they have had no <br />issue with their neighbors on hours. <br /> <br />Commissioner Zwirn asked if there would be busing out to this location or just northern <br />suburban folks. <br />
